Reporting to the City Clerk’s Office, Corporate Information Management Services (CIMS), the Senior Information Analyst, under the direction of the Enterprise Document/Records Management Solution (EDRMS) Project Manager, will fulfill defined Project objectives relating to a program or service model for EDRMS implementation. This will include:
- Leading collaborative work between the project and CIMS operational staff;
- Readying client business Units for the transition to EDRMS; and
- Overseeing the work of a small team of Senior Records & Information Analysts dedicated to the EDRMS project.
- Implements detailed plans and recommends policies/procedures regarding program specific requirements.
- Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
- Provides input into Unit budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Demonstrates an understanding of the vision, mission and strategic directions of the City Clerk’s Office and its services.
- Demonstrates an understanding of the role of the City Clerk under the Municipal Elections Act, 1996, and the fundamentals of delivering a municipal election.
- Demonstrates understanding of Council’s decision making role and the use of the Toronto Meeting Management Information System to access the legislative process.
- Manages information in the portfolio in accordance with the principles of the Information Management (IM) Framework, incorporating the principles of Open Government by Design and Privacy by Design in all operations and initiatives in the Unit.
- Understands the unique qualities and responsibilities of working in a political environment with Elected Officials.
- Demonstrates customer service excellence, fiscal management, and effective operational delivery of quality service to efficiently and effectively meet customer service needs and requirements and achieve Division mission and goals.
- Establishes partnerships with clients, external stakeholders, and members of Council, the public, unions etc. to address and resolve conflicting demands and problems from various stakeholders and fosters effective partnerships while balancing corporate interests.
- Provides subject matter expertise to staff in advancing corporate IM programs.
- Identifies gaps in strategies, policies, and procedures relating to IM and Open Government to improve accountability, openness, and transparency of City of Toronto information.
- Develops the implementation of detailed policies/procedures and plans regarding corporate and program-specific requirements for IM and Open Government.
- Provides leadership on delivery of corporate information management initiatives and program areas, such as File Planning, EDRMS implementation, Open Data, Privacy Protection, etc.
- Reviews and/or audits existing and proposed City programs, services and technology initiatives for policy and legislative compliance with responsible management of information throughout its lifecycle, promoting information transparency, access and protection of privacy.
- Designs, develops, and delivers corporate awareness and training for IM and Open Government for a variety of audiences.
- Supports the efforts of the Open Government Committee and designs and coordinates workshops, seminars and forums hosted by the Open Government Committee for both internal and external audiences.
- Develops policies and recommends changes to support management functions that improve transparency, accountability, accessibility and customer service.
- Leads the development of Divisional IM tools such as controlled vocabularies, taxonomies and Divisional information management templates.
- Provides policy and implementation analysis on information lifecycle management, open access to information and protection of privacy issues.
- Researches and interprets authorities and confidentiality provisions in federal, provincial and municipal statutes, regulations, codes and agreements to ensure corporate policies and programs, along with Divisional practices, are consistent with these authorities.
- Organizes and works with multi-disciplinary business and technical teams from across the corporation to formulate and execute project plans and tasks according to established project management principles and methodologies.
- Liaises with City Divisions and other levels of government regarding IM legislation.
- Contributes and provides input to the establishment of corporate IM architectures, policies and procedures.
- In collaboration with other CIMS staff recommends and provides corporate-level guidance and practices to Divisional staff on information lifecycle management requirements including accountable record-keeping, information access, security, privacy protection and quality assurance requirements, legislation and corporate standards regarding storage retention and processing of confidential corporate and application data and information outputs.
- Develops solutions/alternatives to resolve complex information management issues and challenges.
- Prepares Committee and Council reports as required.
- Post-secondary education in a discipline pertinent to the job function, or an equivalent combination of education and related experience.
- Considerable experience leading, developing, and delivering information lifecycle management services.
- Experience in a supervisory role, coaching, training, and coordinating the work of staff.
- Experience preparing comprehensive reports.
- Thorough knowledge of legislation and bylaws relating to information management, freedom of information and protection of privacy.
- Knowledge of information lifecycle management technologies.
- Well-developed project management skills including ability to manage a project team.
- Excellent organizational skills with the ability to handle multiple tasks concurrently and maintain accurate records.
- Strong research and analytical skills to support policy development activities; ability to conceptualize and develop options and recommendations to support decision-making.
- Sound judgment and ability to handle matters of a confidential and/or sensitive nature as it relates to senior business executives, Council and other senior staff.
- Excellent problem-solving and conflict resolution skills.
- Excellent interpersonal and communication skills, with an ability to build and strengthen internal and external working relationships, and communicate both orally and in writing at all levels of the Toronto Public Service.
- Familiarity with government legislation in the area of Occupational Health & Safety.
