The Program Manager Urban Design is responsible for leading the Urban Design Studio in Scarborough District. The Program Manager will lead and enable teams and work closely with the Community Planning team to carry out studies and review applications for conformity with the Official Plan. You will represent the urban design section at meetings with City Councillors, City Staff, External Stakeholders and the Public. You build relationships, work collaboratively, and manage consultants to improve the built environment and urban design within the district. You will also oversee urban design staff who are embedded in major planning study teams in other sections (Strategic Initiatives and Policy Analysis or Transportation Planning) to ensure urban design consistency and quality. These ‘matrixed’ team members may be located in other districts.


Major Responsibilities:


The position will require an individual who has extensive knowledge in urban design, architecture, landscape architecture or planning.

  • Manages, motivates and trains the unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and controls vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary
  • Develops and implements detailed urban design plans
  • Develops and recommends the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations
  • Integrates the design aspects of transportation, streetscapes, parks, culture and heritage with the physical aspects of new development in order to meet city wide and local goals
  • Promotes, manages and organizes the development of Urban Design Policies that are integrated into City’s statutory Official Plan, Secondary Plans and Zoning by-laws
  • Reviews all development proposals through official Plan Amendment, Rezoning and Site plan control process and makes recommendations to modify development proposals to conform with Urban Design policies
  • Represents the City’s Urban Design interests at Community Councils, other Standing Committees and Administrative tribunals such as the Ontario Municipal Board
  • Develops terms of reference for planning studies to be conducted by staff and external consultants and oversees the Urban Design component of large planning studies
  • Coordinates the review of development applications, non-application studies and professional development
  • Analyses, critiques and proposes built-form and site plan scenarios that meet civic urban design objectives
  • Ensures that urban design staff meet assignments and schedules on time and determines needed resources to complete urban design work in an effective and efficient manner
  • Participates in departmental and interdepartmental teams carrying out important role of synthesizing urban design work with other planning issues
  • Organizes and conducts design workshops (charrettes) involving city staff, consultants, landowners and community groups

Key Qualifications:

  1. A professional degree or masters in Architecture, Landscape Architecture or Urban Design, or an approved equivalent combination of education and experience.
  2. Extensive experience in Urban Design or a related field.
  3. Extensive experience managing complex urban design projects.
  4. Excellent graphic, written and oral communication skills.
  5. Excellent negotiation skills.
  6. Detailed knowledge and understanding of municipal planning.
  7. Ability to work well with and manage people in a complex work environment.
  8. Familiarity with government legislation in the area of occupational health and safety.
