Job Description

Development Engineering

An Engineer in Development Engineering acts as a case manager in the review of development applications made under the Planning Act including official plan amendments, secondary plans, subdivisions, re-zonings, land divisions, site plans and condominium proposals.

As case manager, the Engineer is responsible for: coordinating all City infrastructure related comments and correspondence to Community Planning, Legal and Finance; reviewing engineering studies and plans (including servicing, stormwater management and geotechnical reports) submitted in support of development applications; determining the scope and cost of all new City infrastructure required to support proposed developments; discussing, negotiating and reviewing development agreements to ensure that all infrastructure related matters are properly addressed; and overseeing the construction of the development related municipal infrastructure including providing direction to inspection staff to ensure compliance with the accepted design, City policies and by-laws and the management of associated financial securities.

Major Responsibilities:

  • Develops, reviews and implements detailed plans and recommends policies regarding program specific requirements.
  • Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance, continuous learning and maintenance of all related data.
  • Conducts research into assigned area ensuring that such research/analysis takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations. Assists in preparation of capital and operating budget.
  • Projects scope and financial impact of projects/proposals.
  • Provides technical advice, review and expertise and utilizes standard engineering principles and practices to assist in the operation, development and maintenance of the division’s programs, facilities and equipment.
  • Prepares engineering analysis and evaluates and recommends new systems, work procedures and technologies with the potential to improve performance of the division.
  • Responsible for carrying out varied engineering assignments within a broad field of engineering.
  • Plans, investigates and prepares reports and recommendations concerning engineering problems of moderate complexity and/or assists senior engineers to resolve more complex problems.
  • Ensures problem solving by use of combination of standard procedures, modification of standard procedures or methods developed in previous assignments.
  • Formulates design concepts for engineering problems and sets scope and parameters of design projects.
  • Undertakes the testing and implementation of design concepts to meet functional requirements.
  • Prepares and/or reviews drawings, engineering studies, specifications, plans and cost estimates as they pertain to construction of City infrastructure.
  • Conducts studies, surveys, research and development for the effective solution of engineering issues. Initiates and leads technical studies and projects.
  • Directs project team staff to ensure timelines are met.
  • Secures all engineering permits and approvals as may be required from external agencies.
  • Maintains an up-to-date knowledge of technological developments in the field of engineering.
  • Represents City on committees, attends meetings and provides input.
  • Liaises with the media, public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
  • Assists in the preparation and or provision of expert witness testimonies.
  • Prepares Request for Proposals, evaluates bids and arranges for purchases, monitors outcome regarding same.

Key Qualifications:

  1. Must be registered as a Professional Engineer (P.Eng.) with the Professional Engineers Ontario (PEO), preferably in the discipline of Civil Engineering.
  2. Experience applying the principles of engineering related to the design and/or engineering review of design submissions for municipal infrastructure, preferably in conjunction with land development projects.
  3. Project management experience in a municipal engineering environment, preferably in the management of land development projects and/or applications.
  4. Experience in preparing and/or reviewing servicing and stormwater management reports, in support of development projects.
  5. Knowledge of Safe Water Drinking Act, Accessibility for Ontarians with Disabilities Act, Planning Act and the Occupational Health & Safety Act.
  6. Ability to understand, interpret and apply relevant federal, provincial and engineering legislation, regulations, standards, codes and by-laws, pertinent to development related municipal infrastructure.
  7. Ability to read, interpret and report on engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner.
  8. Ability to plan, organize and coordinate projects and meet required timelines.
  9. Excellent interpersonal skills with the ability communicate effectively both verbally and in writing at all organizational levels.
  10. Knowledge of corporate core competencies (i.e. accountability, adaptability & change, continuous improvement & innovation, customer service, teamwork and Toronto Public Service Commitment).
  11. Ability to effectively communicate technical information to a variety of audiences.
  12. Ability collaborate and work effectively with a multidisciplinary team (i.e. contractors, colleagues, elected officials, consultants, developers, and other internal and external clients and stakeholders).
  13. Ability to plan, supervise and direct the work of staff and have an understanding of modern principles and practices of management and management controls.
  14. Well-developed technical, problem-solving and analytical skills.
  15. Proficient in the use of general computer software (i.e Microsoft Windows XP, Excel and Word).
  16. Must have a valid Province of Ontario Class “G” Driver’s Licence and may require access to a vehicle to travel to various work locations and construction sites in a timely manner.
